Dear Mr. White

The following item which appears in this morning's New York Herald (Paris edition) indicates that there is foundation for one or other or both of the earlier reports that the President and the State Department had declared that a declaration by the Japanese regarding Shantung is expected;:

New York, Monday. -- As a solution of the Shantung problem, Adminstration officials are counting upon Japan's expected definite statement regarding her intentions. Despite the friction growing out of the Siberian situation, the relations are satisfactory betsween the two countries and undisturbed by the criticism of Oriental policy in the Senate. Probably Japan will take steps to relieve the President of his embarrassment.”
