Hon. Joseph E. Ralph,
Bureau of Engraving & Printing.
My dear Mr. Ralph:-
I have been informed by some of my constituents that an order has been issued segregating colored and white employees, and ordering the colored to use toilets and wash rooms especially set apart for them. If such is the case, won't you please furnish me with a copy of same, and oblige,
Yours truly,
E. F. Kinkead
