My dear Mr. Kinkead:
Your letter of the 11th instant is at hand, stating that you have been informed by some of your constituents that an order has been issued segregating colored and white employes and ordering all colored employes to use toilets and wash-rooms especially set apart for them, and asking, if such be the case, that I furnish you with a copy of the order.
I beg to reply that I am unable to furnish you with the copy requested as there has been no such formal order issued, but I would add that for a great many years past separate dressing-rooms and wash-rooms have always been provided for the colored employes in this Bureau and recently, in conformity with this custom and because it is a more satisfactory arrangement, separate toilets were assigned for the exclusive use of the colored employes.
