EXECUTIVE ORDER.
The Civil Service Commission is hereby directed to refuse to examine or certify for appointment in the service of the United States any person whose employment, because of his conduct, sympathies, or utterances, or because of other reasons, may, in its opinion, be inimical to the public welfare.
This order is issued solely because of the present international situation, and will be withdrawn when the emergency is passed.
