(Draft No. 2 )EXECUTIVE ORDER.The Civil Service Commission is hereby authorised to refuse to examine an applicant or to certify an eligible when it has a reasonable belief that his appointment to a Government position would be inimical to the public interest owing to his lack of loyalty to or sympathy with the Government in the present war.
This order is issued solely because of the present international situation, and will be withdrawn when the emergency is passed.The White House,April, 1917.
