The President

The Commission considers it to be its duty to suggest to you the desirability of an order intended to safeguard the public interest in the present national crisis, by excluding from the Government service any person of whose loyalty to the Government there is reasonable doubt.
Two drafts of the order are submitted; a majority of the Commission favors the adoption of draft marked number one.
