SEND the following message to the terms on the back hereof, which are hereby agreed to Axxxx April 7, 1913.
Hon. Hiram W. Johnson,
Sacramento, Cal.

Legislation against alien land tenure in order to be void of unnecessary offense should exclude all aliens but should exempt from excluded classification those who have been permitted to file satisfactory first papers for naturalization.
Can state although not for publication that there is no denial here of the right or propriety of action by our state in this vital matter, but a heartfelt desire that action may be diplomatic and courteous.
