The President,
The White House.My dear Mr. Wilson:

Enclosed please find copy of my telegram to Governor Johnson, which was specifically intended to keep you and your administration free from any implication of interfering with California legislation. Appended please find the reply of Governor Johnson. In addition to sending to him this telegram, I requested Mr. William Denman, of San Francisco, one of the most judicious men I know, to do what he could to keep down such action as might be offensive, sending to him copy of the telegram to Governor Johnson. If I can act further in this matter I shall be glad to do so, but the Governor evidently wishes first hand information.
I believe it would be sufficient if you wired to him the statement which I am sure you will be willing to make, that while recognizing the right of California to handle such of its internal affairs as are presented by this issue, it is your hope that the measure may be so general in character as to be free from offense to any people or nation.
