My dear Mr. Secretary:
Will you not be kind enough to ask Mr. Laughlin to explain to the Mayor of Carlisle how limited my liberty will be when I get to the other side, and to express to him my peculiar regret that I cannot hope to visit Carlisle, where my mother was born and where I should be particularly happy to receive the freedom of the city, if it were possible?
