Dear Mr. Polk

SECRET.

I beg to attach hereto copy of a letter from the Chief of the New York Secret Service Division of the Treasury Department regarding a report to the effect that beginning next month the Hearst papers will launch a peace propaganda addressed particularly to the Jewish, Socialist, Pacifist, Militant Suffragist and Russian elements in this country.

It would seem advisable to forestall, if possible, the effect of this propaganda and I therefore recommend that the Department make some discreet use of the information in its possession regarding Mr. Hearst's connection with German propaganda in this country.

For your consideration I beg to attach copies of certain German official telegrams which it might be well for the Secretary to give out in instalments from now on with a view to working up to a final announcement to the effect that the Department knew that this propaganda was coming off.Enclosures.
