Dear Mr. President
The President,
The White House.
When we were discussing your supplemental proclamation in regard to alien enemies a few days ago, you expressed the view that exceptions to the rule excluding these people from certain forbidden areas should be provided for. I told you that I agreed with your view and that this would be done. I did not mean by this to say that the proclamation itself said anything about exceptions. I merely meant that the enforcement of it being left to me, I would consider the granting of exceptions in what seemed to be proper cases. This was the course pursued under the original proclamation and no complications arose.
