Dear Mr. President

You will be interested to know, although the incident is a minor one, that the big engine at the Springfield Arsenal broke down a week ago and required two days for repairs – one of them being Sunday, when the Arsenal is otherwise at rest. Inquiry developed the fact that emery had been put into the bearings of the big engine. This is the first instance of destruction in any of our Government arsenals which is obviously malicious.
