Dear Mr. President

The following quotation is from a letter from General Plummer, who has arrived at the Panama Canal, and is in charge there:

"I am sure the President and Secretary would be relieved of much anxiety if they knew conditions down here. It seems to me that the state of preparedness physically and mentally is more advanced than almost anywhere else under US control. The loyalty and seal are evident constantly everywhere."
