My dear Garfield

If I did not heed the advice of your letter of March twenty-eighth, you may be sure it was only because I could not. I hope with all my heart that my address to the Congress has convinced you that I had good reasons and that the course I pursued was not pursued either in haste or in vexation. I should not like to feel that I was going against the judgment of a man whose judgment I so highly and sincerely value.
