My dear Friend

I want to add my congratulations to the many that are coming to you today. The passing of such a tariff is truly a great achievement - and no matter how generously you give credit to others, it is known to all men that the work is yours. You are so much more efficient than any public man with whom I have heretofore been in touch, that the others seem mere tyros. Then, too, you have a way of getting what is best out of those who are working for the same cause. Everyone connected with your administration is on his mettle striving to emulate his Chieftan’s example in unselfish service to his country. It is a splendid future that I see before you, and God grant you strength to carry all your noble undertakings to completion.
Your letter of a few days ago stimulates me anew, and makes me eager to be again at your side. Your confidence in me and your affection for me is the greatest reward that has ever been given me, and I pray that I may prove worthy of it.
