CONFIDENTIAL

My dear Mr. Secretary:

I return this memorandum of Bullitt’s after giving it very careful consideration. I like it, if there were time to carry it out. You will notice frp, the dispatchs that it is not proposed to assemble the constituent body in Germany until January, or even later. If we made the demands that Bullitt suggests, we would therefore have to wait for German representatives in the conference until after the conference had been for a long time in session. It is for this reason that I think it would hardly be wise to do what he proposes.
