FROM: Brigadier General L. D. Tyson, Commanding 59th Infantry Brigade, Camp Sevier, S. C.
TO: Colonel Charles B. Rogan, N. G. U. S. Army Ft. Sam Houston, Texas
SUBJECT: Efficiency.
1. This is to certify that I was placed incommand of the 55th Depot Brigade at this Camp early in last September. Your regiment, the 2nd Tennessee was assigned to this Brigade and you were under my command as Colonel of the 1st, 2nd and 3rd Training Battalion, formerly 2nd Tennessee Infantry, N.G. from about September 10th to October 24th, when the Brigade was broken up. You had organized this regiment in Tennessee last summer in less than two months time, and it was mustered into service July 25th, 1917. Yours was a splendid regiment with perhaps the best personnel of any Infantry regiment here, and was about full strength. Although the men and officers were practically all new they were doing excellent work, and were being rapidly whipped into shape and discipline when the brigade was suddenly broken up and practically all the officers rendered surplus. At the time you took the place of Colonel you were Adjutant General of Tennessee, and had been for two and one half years, and you made one of the best Adjutant General’s the State ever had, and brought the National Guard up greatly, and did a great deal of work in sending the Tennessee troops to the Border. You could have remained Adjutant General indefinitely perhaps. You made a considerable financial sacrifice in taking this place. No regiment at this Camp made better progress than did the three Training Battalions while you were in command of them. No regiment was better disciplined, and none had a cleaner camp. I recommended you to the Governor for Colonel, and I have seen nothing to change my mind that you cannot make a satisfactory colonel, and I would be glad to have you in my Command as Colonel.
