Text
My dear Baker:
You are very patient. I am sorry to have troubled you with the case of Colonel Charles B. Rogan again. Your reasons are entirely convincing, and I must admit I had forgotten that I had referred the case to you before. Pray forgive me.
Cordially and sincerely yours,
[Woodrow Wilson]
Hon. Newton D. Baker,
Secretary of War.
