My dear Mr. Secretary:
You are quite right about the enclosed, and I am perfectly willing that you should modify what I suggested so as not to “insist” that the Czecho-Slovaks be brought out eastward to Vladivostok, but merely to urge the advisability of that as, in our judgment, a wise and necessary course.
