Thank you for sending me Page's cable. He sees but one side of the picture and always the same side.Wiseman gave me last night his confidential report from a friend in the F. O. and here are some of the things he says.

I am also enclosing you a copy of a cable which has just come to him from Petrograd which is interesting if true.
