MILWAUKEE LEADER

Owned and edited by former Representative Victor l. Berger. Denied the use of the mails on Oct. 1, 1917 by General Dockery. It is out and out socialist in nature of its news matter. All of the leading articles are chosen with reference to the "draft", the furthering of German peace talk and the casting of disparagements upon the United States Army and Navy forces.

Berger has carried as a sub-head across the top of the page of the Leader the line "Unawed by Influence and Unbribed by Gain." The paper throughout all of the copies examined, now in the files of the Post Office Department, has faithfully lived up to its "motto, "carrying every news item, regardless of its date-line or "freshness, "that would tend to discourage recruiting or hinder the continuation of the war to a successful conclusion. General Dockery has decided against this publication, and Judge Lamar deems this paper one of the most dangerous of the English language newspapers in this country.

Copies of two of the issues on which the Post Office Dept. made its case are attached herewith.

I have requested that papers be sent to us by the agent of the Dept. of Justice in Milwaukee.
