Dear Mr. President
At the direction of Mr. Denman, I beg to inclose herewith copy of form for executive order to accompany his letter to you of May 17th. The form forwarded with that letter was erroneously prepared by me to follow the wording of a proclamation. Will you pardon my mistake in the matter and substitute the inclosed form for that first forwarded you?
