Dear Mr. President

Enclosed is a telegram from Admiral Sims. As you will recall, after the visit of Admiral Browning and Admiral Grasset last week, it was decided to send five destroyers at once across the ocean to the place the two governments deemed most necessary. They have not reported, but the destroyers are ready and we expect their answer to-day. I sent a cable to Admiral Sims and upon his answer to-day ordered the six destroyers to the point to be designated by him.
