Dear Mr. President

Your letter of twenty-first instant, enclosing a joint resolution for seizing the ships of citizens or subjects of countries at war with the United States, was received that afternoon. This morning I submitted your letter and the joint resolution to the Committee, and afterwards introduced the latter in the Senate. The Committee will give the subject final consideration tomorrow morning, and I hope action will be favorable.
