RESOLVED, that the Council of National Defense express to the President its desire that if he thinks best he extend to the governments of Great Britain, France, Russia and Italy an invitation to send to this country such individuals as may be familiar with the various needs of their respective governments and with the history of the methods taken by these governments to meet their war needs.
