Secretary of Treasury McAdoo,
Washington, D. C.
We can sell large quantities of cotton for shipment on neutral vessels to Gothenberg, Sweden. Payment in New York on arrival of cotton at Gothenberg, payment guaranteed by first class bankers. Local banks refuse to handle business as war risk cannot be obtained to cover loss by detention by the allies. Will the Government insurance bureau cover this clause and will the regional banks handle this business.
