Dear Mr. Strong:
I have your letter of the 20th instant, in reference to the negotiations with Sir George Paish and Mr. Blackett, and note your suggestion that the further consideration of the matter might be postponed without breaking off the negotiations, until conditions may still further clarify the situation. I shall forward a copy of your letter to Sir George, who is expecting to sail for Europe on Wednesday next, and who, by the way, telephoned me last night that he had received a cable from London saying that the tentative proposals made by your committee needed elucidation, and asking that he and Mr. Blackett return for the purpose of explaining more fully the plan. I have suggested to Sir George that he run in to see you before he leaves New York for a further discussion of the matter.
I am dictating this on the train to my Secretary, who will have to send it to you without my own signature.
