Dear Mr. President

In the matter of restrictions on brewing, I am having an executive order drawn on the lines of your suggestions and am consulting the Treasury and the Department of Agriculture as to the technology and administrative measures involved. The Internal Revenue will need to take over the enforcement of the regulations.
