Dear Mr. President

In the perfection of organization for the enforcement of the Food Law I have gradually developed a division for inspection and control, this instrumentality to receive complaints, make investigations and prepare cases for legal action. I have had the assistance of Mr. R. W. Boyden of Boston in the development of this work and I now wish to suggest Mr. Boyden to you for confirmation, to take charge of this special branch of the work. I may mention that Mr. Boyden is a personal friend of Mr. Houston who commended him to me highly.
