I feel confident Huerta will not be a candidate. They are now casting about for a candidate who will represent the Huerta policy. The Church will probably dictate the nomination and the Government will look after the election. The Church promised a loan of seven million dollars on condition that its nominees were appointed Minister of Public Instruction and Collector of Internal Revenue. The House balked on the nominee for Minister and now the nomination for President will be claimed and will probably be conceded. I suggested to O’Shaughnessy to sound Gamboa discreetly. He answers:Of course I will not go until their attitude is different. Had long conference with Brown. He returned from Europe yesterday.
The rebels appear to hold their own and are occupying new territory. I mailed long letter this morning via Galveston.
Pressure should be applied and maintained at every point.
