My dear Mr. President

The Nicaragua people are awaiting a final decision in the matter of the loan. I suggest the form of a letter which should, in my judgment, be sent to both parties and made a matter of record here in case the loan does not go through. I send this in advance so that we may be able to act promptly when they are ready for action. Please let me know whether you have any changes to suggest.
