Profoundly grateful and appreciating to the fullest extent the honor and confidence suggested by your message. I do not see my way clear to accept. Personal and family considerations prevent. Reflecting convinces me that it would be questionable policy for one of foreign birth to accept a resident appointment to the country of his nativity. Complications might arise in which the most prudent conduct would not avoid criticism and embarrassment. Furthermore, I prefer to be at home where I may be able to contribute something toward the redemption of our state and the realization of of the policies of the Administration.
