As I shall not be able to be present at the Cabinet meeting tomorrow, for the reason which I have given you, namely, that, not knowing that the date came on Cabinet Day, I agreed to speak at commencement exercises in New York, I enclose Memorandum made May 23 and Memorandum made today, in regard to the French loan. You will see from these that the French Ambassador last Friday disclaimed for his Government andy interest in the matter and today confirms his understanding on the strength of a statement which he has received from his Government.
You will also notice that I communicated with the Charge of the British Embassy, in the absence of Ambassador Spring-Rice.
I am glad to report that Sweden today announced acceptance of the principle embodied in your peace plan, and I gave him a memorandum, as I have also the French Ambassador, gcoverning the details of the plan. Sweden makes the fifth country to accept the principle, Italy having been the first, Great Britain the second, France the third and Brazil the fourth. I have not yet made any announcement to the public, because I am hoping for acceptance from Argentina, Peru, Norway, The Netherlands and Russia.
I am sure you are gratified, as I am, to see the acceptance of the peace plan. I am encouraged to believe that in the course of time we shall have practically all of the nations bound to us by these agreements.
The German Ambassador promised to take the matter up with his Government when he arrived there. He will be back shortly.
