4585, September 26, 12 p.m.

Just received from Bulgarian Minister here (*) in my 4586, September 27, 1 a.m.

I am not handing a copy of the note to the British Legation here but am communicating it to the Department for such action as it may consider appropriate. However, in order to gain time should the Department desire to take immediate action with the British Government in the matter, I am forwarding the text in my cipher telegram number 6202 to the American Ambassador at London to be kept entirely secret pending instructions from the Department.
