MONDAY,
The conference of Governors and Mayors called under the direction of the Secretary of Labor, designed to deal with the industrial problems, assembled in the East Room and the President made an address in which he emphasized that it was the duty of business generally and of the states and municipalities to handle the labor problem as a local issue. (SEE SPEECH)

During the afternoon a coterie of Republican Senators, who had opposed the League of Nations plan, circulated a round-robin, to which they secured 37 signatures of Republican members and members-elect, pledging them to vote against the League constitution plan. During the night’s session Senator Lodge introduced a resolution declaring it to be the sense of the Senate and the President on his return to France should insist on the completion of a treaty of peace that would deal only with the matters growing out of the war and permit the League of Nations plan to be taken up and dealt with separately. When Senator Lodge presented this resolution in the Senate objection was made by Senators Martin and Swanson of Virginia, which automatically killed consideration. However, Senator Lodge made public the round-robin pledging the Republican Senators. In their effort to again force the immediate calling of a special session of the new Congress, the Republican Senators killed the Urgent Deficiency Bill carrying with it a big appropriation absolutely essential for the continuation of the Government’s control of the railways. They also killed a number of other important bills. The Congress remained constantly in session through the night and until noon of the next day.
