My dear Colonel Requin:
I wish to extend to you my hearty congratulations upon your receiving the Distinguished Service Medal of the United States for meritorious service as a special delegate of the French Army to the United States. It is an honor you richly deserve, and I am delighted that you have received it. In speaking this I feel sure that I voice the sentiment of the many friends which you made during your visit to our country.
