The French Ambassador, as dean, presents a formal invitation to this Government to be represented at the Allied Conference to be held in the first part of November, probably the eighth. He said he was directed by his Government to present this invitation formally to the President, but in order to save the President's time he would present it through the Department, unless the Secretary of State felt it desirable for him to see the President. The Ambassador explained that the conference would include the Presidents of the Councils and Foreign Ministers of the countries interested.
