MOST SECRET AND CONFIDENTIAL:

My dear Mr. President

Baron di Valentino, Secretary of the Italian Embassy, called upon me Monday as the Ambassador was ill, and told me of the substance of a communication from the Papal Secretary of State which he said had been handed to the English Minister at the Vatican ten days before. I asked him if the Ambassador would be willing to give me a copy of the communication and also the comments of Baron Sonnino on the subject. Yesterday evening he sent to my house the enclosed papers for my "Personal and Confidential" information.

I confess I am surprised that the British Government has not given us the text of this document. I think I shall ask the British Ambassador for an explanation.

Will you please, at your convenience, return these papers for my confidential file?
