Newton D. Baker
The President.
I discussed with you some days ago the suggestion of making General Bliss Chief of Staff in succession to General Scott on the 22nd of this month, when General Scott is added to the retired list by reaching sixty-four years of age. You will remember that General Bliss also must retire in December of the present year, and that it is then proposed to bring a younger man, who has had an opportunity to observe the situations in France, for service in that capacity.
As the appointment of the Chief of Staff lies directly with the President, I do not know whether you desire to make the announcement or have me make it here. I will, of course, be guided by your preference in the matter.Secretary of War.
