Dear Governor

I had a long talk with Mr. Daniel Willard, president of the Baltimore and Ohio railroad, who made this suggestion which I think is worth attention:

"When contracts are given out by the Army or Navy, there ought to be some scientific follow-up system adopted." He says that the mere giving out of the contracts is nothing; that the speed with which the contract is filled is everything, and that the President ought to know from week to week of the progress that is being made, particularly in the Ordnance Department with reference to the completion of these contracts.
