Dear Mr. Secretary

The White House.You are hereby authorized and instructed to make and to pay an allotment of $1,000,000 from the appropriation of $100,000,000 made by the Deficiency Act of April 17th, 1917, for the National Security and Defense, to the International Committee of the Young Men's Christian Associations, located at 124 East 28th Street, New York, N. Y., and to issue a warrant therefor.

The expenditure of said allotment shall be made exactly in accordance with the terms and conditions governing a similar allotment authorized by my communication to you under date of October 13, 1917, copy of which is attached hereto.
