Dear Governor

The War Finance Corporation Bill is going to pass, and we shall have to appoint four Directors, who, with the Secretary of the Treasury, will compose the Board of that Corporation. I must secure not only thoroughly able men, but men who are loyal to the Administration and who will work in harmony with me. The handicap of differences among those from whom cooperation must be had is greater than all the other load that is upon me or could be imposed upon me.Baruch would be an invaluable man on the Board of the War Finance Corporation or as the Director of the Division of Purchases of the Railroad Administration. I should like very much to have him for either one of these places. Would you be willing to relieve him of his other work? I believe he can render greater service to the Government in either one of the positions I have described than in the position he now fills.
