Text

Dear Mr. President

in your reply refer to 1HS
Please find enclosed herewith a letter that I have addressed today to Lord Reading with regard to the March programme of Allied shipments. I wish you to know that this shipment amounts to a very considerable diversion from our domestic demands and will sooner or later precipitate us into difficulties with our own supplies. We felt, however, that it was your wish that we should take care of their pressing necessities.

Yours faithfully,
Herbert Hoover

His Excellency
The President of the United States,
Washington, D.C.
Encl.
