My dear Mr. Secretary

I wish you would read (it deserves a very careful reading) the enclosed paper by Mr. William English Walling which Mr. Gompers was kind enough to send to me. It seems to me to speak an unusual amount of truth and to furnish a very proper basis of the utmost caution in the conduct of the many troublesome affairs that we are from time to time discussing.

I would be very much obliged to you if you would be kind enough to return the paper after you have read it.
