My dear Mr. President

I beg to enclose herewith a copy of a telegram sent by Captain Voska, through the Military Attaché at Paris to the Military Intelligence Branch of the Executive Division of the War Department, which I venture to believe you will find of interest in connection with the present situation in Siberia.Captain Voska is a close friend of Professor Masaryk, a naturalized American citizen, and was recently given a commission in the National Army to enable the Military Intelligence and ourselves to keep in touch with Czecho-Slovak organizations in Europe, where he now is. Captain Voska has been well and favorably known to the Department for some time and furnished us with valuable information regarding the political situation within the Central Empires and in Russia, which he obtained during his recent visit to the latter country, where he was closely associated with Professor Masaryk and intimately connected with Czecho-Slovak activities. Consequently, his views on the situation in Russia are believed to be of considerable value.
