Professor T. G. Masaryk.
allow me to call your attention to the enclosed report of our army in Siberia: it is a very clear statement and an objective representation of the given situation. I am sorry to see that even the leaders of the Bolsheviki, not only the local Soviets, as I supposed, are not loyal.
Under given circumstances I am obliged to ask for the help of the United States and the other Allies for our army in Russia. I had a conference with Secretary Polk yesterday, and I am submitting him a short memorandum on the question.
