My dear Mr. President

At the request of the British Ambassador it gives me pleasure to send you enclosed a copy of a note which the Ambassador addressed to the Department under date of July 25th and which was in reply to the Department's note to the Ambassador announcing the resolutions of the Shipping Board as to requisitioning vessels building in United States yards for foreign governments or owners. The British Government consider this a very important communication.
