Presidency of the Republic
I thank you for your kindly agreeing to receive the mission which it was a pleasure to the Government of the French Republic to send to you on the occasion of the great events which are today imparting a novel strength to the brotherly friendship of our two countries.
Faithfully voicing the sentiments of France, the mission will express to you the ardent wishes we make for you and for the generous American nation.
It will tell you of the heartfelt admiration aroused among all of the French people by the noble words which you spoke to vindicate the rights of free democracies and avenge the conscience of mankind.
It will deliver to the American Republic the cordial greeting of the French Republic and bear witness to the growing pride we feel at the signs of our flags waving side by side.
The Minister who will have the honor of presenting the French delegates to you, Mr. René Viviani, Keeper of the Seals, Vice President of the Council, was President of the Council and Minister of Foreign Affairs at the outbreak of the war. No one can as well as he bring to your mind the efforts then put forth by France in her attempt to avert the catastrophe which threatened the world. Having been in office since the beginning of the hostilities, he is in position to impart to you precise information on every phase of the war.
Among the delegates accompanying Mr. Viviani, Marshal Joffre who held supreme command of the French Armies at the victorious battles of the Marne, the Yser and Verdun, will be particularly well qualified to confer with you and, if you approve, with the American staff over military questions.
I commend the whole mission to your benevolent reception and doubt note that it will contribute to drawing even closer the inseverable ties which so happily bind our two countries.
I beg you, Mr. President, to believe in my sentiments of devoted friendship.
