My dear Mr. President
A. S. Burleson
I enclose herewith the form of an amendment to the proposed bill “to authorize the President to increase temporarily the military establishment of the United States,” which I discussed with you the other day. The effect of this amendment will be to preserve intact the National Guard after the emergency period has passed.
