Dear Leffingwell:
I am taking the liberty of enclosing to you a letter that I have prepared, addressed to Secretary McAdoo, on the question of organization because I think you had better read it over before passing it along.
I am most anxious to get this under way as the decision materially affects our work during the entire summer. As you know, I want to be away as much as possible.Governor.
